Grants & Funding

The following is a list of grant funding opportunities available to First Nation communities in the region organized by funding agency.

Union of BC Municipalities (UBCM) - Community Emergency Preparedness Fund (CEPF)

In partnership with Emergency Management BC, the Union of BC Municipalities’ Community Emergency Preparedness Fund DRR-CA stream will provide funding to support First Nations and local governments to reduce risks from future disasters due to natural hazards and climate-related risks through the development and implementation of - Accurate foundational knowledge of the natural hazards they face and the risks associated with BC’s changing climate - Effective strategies to prepare for, mitigate, and adapt to those risks.

Funding is divided into three categories:

  • Category 1: Foundational activities (risk mapping, risk assessments, planning) - $150k per community

  • Category 2: Non-structural activities (land use planning, community education, purchase of eligible equipment) - $150K per community

  • Category 3: Small scale structural activities (refer to Appendix 1 of the Program Guide) - $2M per community

**Deadline to apply for 2023/2024 is October 6, 2023**

Eligible infrastructure projects under the DMAF include new construction of public infrastructure and/or modification or reinforcement of existing public infrastructure including natural infrastructure that prevent, mitigate or protect against the impacts of climate change, disasters triggered by natural hazards, and extreme weather. Projects must have a minimum of $1 million in total eligible costs to be considered for funding.

FNESS has one-time funding for the Community Capacity Emergency Management Program

  • Category 1: $30k for improving capacity in emergency preparedness, response, risk reduction or recovery planning – for equipment, supplies or training

  • Category 2: $80k for “staffed position” like an Emergency Program Coordinator

Union of BC Municipalities (UBCM) - Community Emergency Preparedness Fund (CEPF)

The intent of this stream is to support eligible applicants to enhance cultural safety and humility in the delivery of local emergency management programs and services.  Activities include cultural safety and humility training, adapting emergency management tools to be inclusive of Indigenous peoples, and activities related to partnering with, or providing assistance to, Indigenous communities during emergency mitigation, preparedness, response, and recovery (up to $30,000 per eligible applicant).

 

Application deadline: November 3, 2023

Applications are being received for the Regional Community to Community Forum. The aim of this program is to deepen understanding and relations between First Nations and local governments. Forum events bring together elected officials and senior staff of First Nations and local governments to promote dialogue; support reconciliation efforts; resolve issues of common responsibility interest and concern; or advance tangible outcomes.

 

The next application deadline: September 1, 2023

The intent of this stream is to help communities build local capacity to provide ESS through volunteer recruitment, retention and training, including in-house training, and the purchase of ESS equipment (up to $30,000 per eligible applicant).  

 

Application deadline: January 26, 2024.

This funding stream supports eligible applicants to reduce risks from future disasters due to natural hazards and climate-related risks. The grant maximum is $2.3 million per applicant across three activity categories.

 

Application deadline: October 6, 2023. Materials will be available online soon.

This funding stream supports the purchase of equipment and supplies required to maintain or improve EOCs and to enhance EOC capacity through training and exercises (up to $30,000 per eligible applicant).

 

Application deadline: February 23, 2024.

The FireSmart Community Funding & Supports program provides funding to local governments and First Nations in BC to increase community resiliency by undertaking community-based FireSmart planning and activities that reduce the community’s risk from wildfire.

 

Applications for this program are now being accepted until September 30, 2023.

Province of British Columbia

The Province of BC announced DFA is now available to local governments and First Nations impacted by this past summer’s wildfires and the recent overland flooding. The funding is available to cover disaster-related losses not covered by insurance, such as wildfire damage to public infrastructure including roads, bridges, and other publicly-owned infrastructure.

Provincial funding is available for First Nations-led strategies to identify, investigate, protect, and commemorate the sites of former residential schools and hospitals in BC and for providing the mental health, wellness, and cultural supports required to do this work. Lead communities may apply to develop and implement strategies and procedures for the ongoing identification, documentation, maintenance, commemoration, and protection of residential school cemeteries or other sites at which residential school children were buried. Up to $475,000 is available for each site.

Environment & Climate Change Canada

Support Canadian-made projects that can create middle class jobs for Canadians who work in science and technology, academia and at the grassroots community level to help reduce Canada's greenhouse gas emissions.$ 6,000,000 2020 - 2025

The EcoAction Community Funding Program provides financial support to non-profit and non-government organizations for local action-based projects that produce measurable, positive effects on the environment. This year, funding is available for new projects that engage Canadians and clearly demonstrate measurable, positive results related to the following key environmental priority: Freshwater$ 100,000 Ongoing 

Restore the environment and conserve wildlife and habitats in a scientifically sound, cost-effective, and technically feasible way, using funds received from fines, court orders and voluntary payments.$ 6,000,000 Ongoing 

The Pilot will invest up to $100M over five years (2021-2026) to continue supporting Indigenous rights and responsibilities in protecting and conserving ecosystems, developing and maintaining sustainable economies, and continuing the profound connections between Canadian landscape and Indigenous culture.-2018 - 2026

The NSCSF will invest up to $36,9M over the next ten years (2021-2031) to support Indigenous-led on-the-ground activities focused on conservation, restoration, enhanced ecosystem management and planning and capacity building, including research.-2021 - 2031

The Low Carbon Economy Challenge is part of the Low Carbon Economy Fund. It leverages Canadian ingenuity to reduce greenhouse gas emissions and generate clean growth in support of Canada's clean growth and climate action plans. The Challenge is divided into two streams: the Champions stream (approximately $450 million) and the Partnerships stream (up to $50 million).$ 25,000,000 March 2018 - March 2025

Indigenous Services Canada


Emergency Management Assistance Program (EMAP)- helps communities on reserve access emergency assistance services and  provides funding to build resiliency, prepare for natural hazards and respond to them using the 4 pillars of emergency management: mitigation, preparedness, response, and recovery. 
 

- Project funding is available for First Nations-led emergency management preparedness and non-structural mitigation and FireSmart initiatives, such as: - training opportunities - emergency management plan development and testing - tsunami preparedness - all hazard risk assessments - fire prevention and preparedness capacity building.- EMAP allows for the purchase of low-value equipment for emergency preparedness and mitigation projects through the program's proposal-based funding streams: Non-Structural Mitigation and Preparedness (NSMP) and FireSmart
 

- When emergency response and recovery needs go beyond the capacity of the individual citizens and First Nations or tribal councils, EMAP can help. EMAP reimburses response and recovery activities due to emergencies, helping the community recover in a timely, durable and holistic way. Eligible emergencies include ongoing or imminent: wildfire, flood, storm, earthquake.

Climate Change and Health Adaptation Program - South - Supports First Nation communities south of the 60°N to identify, assess and respond to the health impacts of climate change. In B.C., contact the First Nations Health Authority for information. $ 100,000 Ongoing 

Contaminated Sites on Reserve Program (CSOR) - This program supports First Nations with the assessment and remediation of contaminated sites on their reserve land.$ 10,000,000 Ongoing

First Nations Baseline Assessment Program on Health and the Environment - Supports Indigenous communities in doing research/studies including baseline environmental health research in advance of projects being proposed/started. - Ongoing

First Nations Environmental Contaminants Program - Supports First Nations communities south of 60 to identify, investigate and characterize environmental hazards with potential for human health impacts through community-based monitoring, research, risk assessment and risk communication. Ongoing

First Nations Solid Waste Management Initiative
 - This program supports First Nations to develop sustainable waste management systems by investing in modern infrastructure, facility operations, training, awareness and partnerships.Variable2021 - 2028

Indigenous Centre for Cumulative Effects (ICCE) - The ICCE is an Indigenous-led not-for-profit organization supporting the technical and scientific capacity of Indigenous communities to address cumulative effects.$ 175,000

Strategic Partnerships Initiative (SPI) - The Strategic Partnerships Initiative (SPI) builds capacity for local, economically-sustainable clean energy projects in First Nations, Inuit, and Métis communities and support economic development opportunities. PacifiCan is one of several federal departments and agencies partners for the SPI program. ) Variable 2021 - 2024

First Nation Infrastructure Fund (FNIF) - The First Nation Infrastructure Fund (FNIF) helps First Nations communities upgrade and increase public infrastructure to improve the quality of life and the environment in First Nations communities.  The FNIF targets infrastructure categories with long-standing community needs, including structural mitigation infrastructure that reduce the risk to communities from natural hazards such as floods and wildfires, as well as energy systems infrastructure that helps transition communities from fossil fuel to clean, reliable and affordable energy systems such as solar, hydroelectric and wind.

Crown-Indigenous Relations and Northern Affairs Canada

First Nation Adapt Program - Provides funding to First Nation communities located below the 60th parallel to assess climate change impacts and develop adaptation options, related to community infrastructure and disaster risk reduction. Funding supports projects such as risk assessments, and the development, assessment and cost-benefit analysis of adaptation options. Indigenous Community-Based Climate Monitoring Program - Provides funding to support Indigenous peoples in the design, implementation, or expansion of long-term community-based climate monitoring projects. The program supports community-led projects to monitor climate and the environmental effects of climate change on communities and traditional territories. .Variable

Residential Schools - Federal Funding: Crown-Indigenous Relations and Northern Affairs Canada will fund the locating, documenting, maintaining, and commemorating of burial sites associated with former residential schools, and responding to family wishes to commemorate or memorialize their losses and the children's final resting places. Proposals are welcome from Indigenous governments, councils or tribal councils, Indigenous not-for-profit groups, and organizations, including survivors’ groups, demonstrating a close working partnership with and directed by Indigenous-governed organizations.

Infrastructure Canada

Natural Infrastructure Fund - Established by Infrastructure Canada, NIF supports natural and hybrid infrastructure projects across Canada. Objectives of the NIF are to:

  • Increase the use and uptake of natural and hybrid infrastructure; and

  • Build community awareness on the value of natural and hybrid infrastructure and the delivery of multiple outcomes.

Eligible natural infrastructure projects involve the creation, expansion, restoration, improvement, or enhancement of natural or hybrid infrastructure that is primarily for public benefit.
Projects must reflect one of the four categories listed below:

  • Planting or restoring green space (e.g., urban forests, green roofs, parks, community gardens);

  • Construction or restoration of naturalized water retention or detention systems (naturalized stormwater ponds, wetlands, and coastal restoration)

  • Naturalized water diversion or infiltration (e.g., establishment of living dikes, rain gardens, bioswales, and permeable land cover)

  • Natural infrastructure or hybrid infrastructure projects supporting biodiversity and connectivity

Projects may include design elements to enhance human access to nature, including green space and water bodies. These are only eligible if connected to the broader project. Active Transportation Fund - The Active Transportation Fund (ATF) is a national, direct-application based contribution program intended to support projects that improve active transportation infrastructure across Canada. The Fund will make available $400 million over five years to help build new and expanded networks of pathways, bike lanes, trails and pedestrian bridges, as well as support Active Transportation planning and stakeholder engagement activities. Variable 2021-2026

Disaster Mitigation and Adaptation Fund - Direct delivery contribution program aimed at strengthening the resilience of Canadian communities, through investments in public infrastructure projects designed to mitigate current and future climate-related risks and disasters triggered by natural hazards (e.g., flood, erosion, wildland fire). There is up to 100% federal cost-share available for Indigenous recipients. Green and Inclusive Building - This program incudes retrofits, repairs, upgrades and new builds, which would support good jobs and local economic growth, contribute to climate objectives and serve populations that have been particularly affected by COVID-19.Variable2021-2026

Rural Transit Solutions Fund - The Rural Transit Solutions Fund is the first federal fund to target the development of transit solutions in rural and remote communities. It supports the development of locally-driven transit solutions that will help people living in rural communities get to work, school, appointments, and visit loved ones. Variable 2021-2026


Natural Resources Canada

2 Billion Trees program (2BT) - 2BT funds tree-planting activities across the supply chain (from sourcing seeds to monitoring trees) to achieve the program goal of planting 2 billion trees by 2031. Program has a $500,000,000 Indigenous stream and supports capacity building for Indigenous organizations and communities.$ 40,000,000 February 2021 - March 2031

Canada Greener Homes Grant - Grants up to $5,000 per home for energy-efficient retrofits, supported by pre- and post-retrofit EnerGuide evaluations worth up to $600. 10% of program funds are set aside for Indigenous governments and organizations who would like to retrofit a large number of homes (e.g., community-scale). They may submit a single application to streamline the registration process and access program funds through one funding agreement.$ 5,600 May 2021 - March 2027

Clean Energy for Rural and Remote Communities - Provides non-repayable contributions for projects that reduce reliance on diesel and other fossil fuels in rural and remote communities by supporting the installation or retrofit of proven biomass-based heating or combined heat and power systems for community or industrial applications. $ 5,000,000

Clean Fuels Fund - Indigenous-led Production Projects - Provides support to build out new domestic clean fuel production capacity (e.g. hydrogen, advanced ethanol, renewable diesel, renewable natural gas), as well as support to undertake feasibility and FEED studies Variable 2021 - 2026

Energy advisor recruitment, training and mentorship - Funding to support innovative projects to recruit and train new EnerGuide energy advisors across Canada, with a focus on increasing the diversity and representation of the existing workforce. 10% of funding is being targeted to Indigenous organizations. This funding is a component of the Canada Greener Homes Grant.$ 200,000 May 2021 - March 2026

Indigenous Forestry Initiative - The Indigenous Forestry Initiative (IFI) provides financial support to Indigenous-led economic development projects in Canada's forest sector.-April 2020 - March 2023 

Smart Renewables and Electrification Pathways - Capacity Building Stream - The Smart Renewables and Electrification Pathways (SREPs) capacity building stream, will provide funding for projects that build knowledge and skills related to renewable energy and grid modernization technologies, and also support equity, diversity and inclusion activities. These projects will enable communities and individuals to participate in the Canadian electricity and energy sector's transition to low carbon. SREPs aims to support projects across the country while encouraging the participation and leadership of First Nation, Inuit and Métis communities.$ 50,000,0002021 - 2025

The Energy Innovation Program - The EIP advances clean energy technologies that will help Canada meet its climate change targets, while supporting the transition to a low-carbon economy. It funds research, development and demonstration projects, and other related scientific activities. Individual targeted calls and specific collaboration and investments programs under EIP will support Clean Energy Innovation across four Missions:

  1. improving efficiency and processes to reduce emissions from energy end-use;

  2. accelerating electrification and maximize benefits of low-emitting heat and power;

  3. developing cleaner hydrocarbon and renewable fuels pathways

  4. maintaining safe and resilient energy systems to protect Canadians in the changing energy landscape.

The Energy Innovation Program - Clean Fuels and Industrial Fuel Switching - The EIP - Clean Fuels and Industrial Fuel Switching stream will work to accelerate the development of technologies that can decarbonize industry. It will target industrial fuel switching and production of clean fuels for use in hard-to-abate sectors, focusing specifically on three technology areas:

  1. industrial fuel switching;

  2. clean fuels production;

  3. hydrogren codes and standards.

Zero Emission Vehicle Infrastructure Program - Offers funding to support the installation of localized EV chargers (level 2 and higher) in locations such as multi-unit residential buildings, workplaces, public places and on-street, as well as hydrogen refuelling stations. Variable 2019 - 2024



Transport Canada

Incentives for Zero-Emission Vehicles Program - The Incentives for Zero-Emission Vehicles (iZEV) Program provides funding through point of sale incentives for purchase or leased eligible ZEVs to increase the adoption of ZEVs across Canada and as a means to reduce air pollution and/or greenhouse gas emissions from transportation.$ 5,000May 2019 - March 2025

Indigenous Participant Funding Program - The Indigenous Participant Funding Program funds projects and initiatives designed to support the capacity of Indigenous communities and organizations to participate in Canadian Navigable Waters Act and Wrecked, Abandoned or Hazardous Vessels Act processes which include measures aimed at supporting the objectives of the Government's commitment to reconciliation with Indigenous peoples. $ 7,500 2019 - 2023

Agriculture and Agri-Food Canada

Agricultural Clean Technology Program: Adoption Stream Funds the purchase and installation of commercially available clean technologies and processes that reduce greenhouse gas (GHG) emissions, and other environmental co-benefits.$ 2,000,000June 2021 - March 2026

 Agricultural Clean Technology Program: Research & Innovation Stream- Funds pre-market innovation, including research, development, demonstration and commercialization activities.$ 2,000,000June 2021 - March 2028

Agricultural Climate Solutions - Living Labs Program - establish a strong Canada-wide network of regional collaborations made up of farmers, scientists and other sectoral stakeholders. The objective is to develop, validate, and share the beneficial management practices that best store carbon and mitigate climate change. $ 8,000,000 April 2021 - March 2031

Agricultural Climate Solutions - On-Farm Climate Action Fund - The objective of the On-Farm Climate Action Fund is to support farmers in adopting beneficial management practices that store carbon and reduce greenhouse gases, specifically in the areas of: nitrogen management, cover cropping, rotational grazing practices$ 50,000,000 2021 - 2024

Agri Innovate Program - Provides repayable contributions for projects that aim to accelerate the demonstration, commercialization or adoption of innovative products, technologies, processes or services that increase agri-sector competitiveness and sustainability$ 10,000,000 April 2018 - March 2023

AgriScience Program - Aims to accelerate the pace of innovation by providing funding and support for pre-commercial science activities that benefits the agriculture and agri-food sector and Canadians. $5,000,000 April 2018 - March 2023

Local Food Infrastructure Fund - Strengthen access to food systems safe, healthy and culturally-diverse food for at-risk populations while promoting environmentally sustainable food systems. Variable March 2019 - March 2024 

Surplus Food Rescue Program - Funding to support Canada's food system, food processors, and food producers, and distributors to help ensure food availability for all Canadians. Funding will be used to help manage and redirect existing surpluses to organizations addressing food insecurity and ensure that these surplus products are not wasted. $20,000,000 2020-2021

Innovation, Science and Economic Development Canada

Clean Growth Hub - The Clean Growth Hub is an advisory service to help clean technology producers and adopters navigate federal programs and services to advance clean tech projects.- Ongoing 



Pacific Economic Development Canada

 The Canada Community Revitalization Fund (CCRF) aims to help communities across Canada build and improve community infrastructure projects so they can rebound from the effects of the COVID-19 pandemic. With a national investment of $500 million over 2 years, the Fund's purpose is to support not-for-profit organizations, municipalities and other community groups, as well as Indigenous communities: build new community infrastructure and revitalize existing assets; bring people back to public spaces safely as health measures ease; create jobs and stimulate local economies. The Fund being delivered by Canada's regional development agencies (RDAs).$ 750,000 August 2021 - March 2023

Business Scale-up and Productivity (BSP) - The BSP program, under the Regional Economic Growth through Innovation (REGI) program, supports incorporated high-growth businesses that are scaling up and producing innovative goods, series, or technologies. Applicants must be operating in Western Canada for a minimum of 2 years. It offers interest free repayable funding to incorporated businesses. Preference may be given to small and medium-sized enterprises (SMEs) with less than 500 full-time employees (FTEs). $ 5,000,000 Ongoing 

Canada Community Revitalization Fund (CCRF) - "The Canada Community Revitalization Fund (CCRF) aims to help communities across Canada build and improve community infrastructure projects so they can rebound from the effects of the COVID-19 pandemic. Community Economic Development and Diversification (CEDD) - The CEDD program supports economic development initiatives that contribute to the economic growth and diversification of communities across the western provinces. Through this program, PrairiesCan and PacifiCan enables communities to leverage their capacity and strengths to: - respond to economic development opportunities - adjust to changing and challenging economic circumstances (e.g. inter-city bus transportation, wildfires and floods) Variable Ongoing

Community Futures (CF) - PacifiCan provides annual operating funding to 34 CFs across British Columbia for community and business development outside of urban centres. Services include, strategic economic planning, technical and advisory services, as well as loans, to small and medium-sized businesses. In some cases, CFs also deliver specialized programming, such as the Indigenous Business Development Services or the Entrepreneurs with Disabilities Program. In addition, four CFs are also Aboriginal Financial Institutions, serving a majority of Indigenous clients and businesses, that are either Indigenous-controlled or have Indigenous board members. -Ongoing 

Entrepreneurs with Disabilities Program (EDP) - British Columbians with disabilities can access a network of business professionals and other resources through PacifiCan's Entrepreneurs with Disabilities Program (EDP). The Entrepreneurs with Disabilities Program (EDP) provides business information, training and development, mentoring, and one-on-one counseling services. -Ongoing

Indigenous Business Development Services (IBDS)- PacifiCan's  Indigenous Business Development Services (IBDS) provides targeted business services, to new and existing Indigenous entrepreneurs and businesses organizations in British Columbia. IBDS deliver early-stage entrepreneurial and business training, pathfinding services to business programs offered by other organizations, enable clients to better utilize other programs and engage with Indigenous communities and other business development organizations. -Ongoing 

Jobs and Growth Fund (JGF) - The Jobs and Growth Fund provides funding to businesses and organizations to help create jobs and position local economies for long-term growth. The Fund, delivered by Canada's regional development agencies (RDAs), provides $700 million nationally over 3 years, which includes up to $70 million dedicated to businesses created after January 2020 that meet eligibility criteria. In the West, Prairies Economic Development Canada (PrairiesCan) and Pacific Economic Development Canada (PacifiCan) are investing $217 million to help job creators and the organizations that support them to future-proof their businesses, build resiliency and prepare for growth by transitioning to a green economy, fostering an inclusive recovery, enhancing competitiveness and creating jobs in every corner of the country. Regional Innovation Ecosystems (RIE)- The regional development agencies (RDAs) are delivering the RIE program across Canada, in their respective regions. The Regional Innovation Ecosystems (RIE) program stream aims to create, grow and nurture inclusive regional ecosystems that support business needs throughout the innovation continuum, and foster an entrepreneurial environment conducive to innovation, growth and competitiveness. Through RIE, we are making targeted investments in not-for-profit organizations that support businesses in priority sectors to innovate, grow and compete globally. This program also fosters inclusive growth through supporting under-represented groups, mainly women, Indigenous peoples and young entrepreneurs, to more fully participate in the innovation economy. RIE is open to not-for-profit organizations that support businesses, innovators and entrepreneurs, for start-up, growth, productivity, technology commercialization, technology adoption, and export and investment attraction. By providing funds to advance the development of regional innovation ecosystems, RDAs are delivering on the Budget 2018 commitment to grow the western Canadian economy. This will ensure Canada's prosperity for decades to come. The RIE program stream builds on the federal government's Innovation and Skills Plan. This plan helps make Canada a world-leading centre for innovation that creates well-paying jobs and grows the middle class. Variable Ongoing

Small Business Services (SBS) - Small Business Services centres help British Columbians start and grow their businesses by meeting the demands of entrepreneurs, start-ups, and small businesses for integrated information on government services, programs, and regulations. Services also include market research, training and access to expertise. SBS serves a diverse population and underrepresented groups, such as Indigenous entrepreneurs. - Ongoing

Community Economic Development and Diversification (CEDD) - The CEDD program supports economic development initiatives that contribute to the economic growth and diversification of communities across the western provinces. Jobs and Growth Fund (JGF) - The Jobs and Growth Fund provides funding to businesses and organizations to help create jobs and position local economies for long-term growth. The Fund, delivered by Canada's regional development agencies (RDAs), provides $700 million nationally over 3 years, which includes up to $70 million dedicated to businesses created after January 2020 that meet eligibility criteria. In the West, Prairies Economic Development Canada (PrairiesCan) and Pacific Economic Development Canada (PacifiCan) are investing $217 million to help job creators and the organizations that support them to future-proof their businesses, build resiliency and prepare for growth by transitioning to a green economy, fostering an inclusive recovery, enhancing competitiveness and creating jobs across the region. $ 10,000,000 August 2021 - March 2024

Regional Innovation Ecosystems (RIE) - The regional development agencies (RDAs) are delivering the RIE program across Canada, in their respective regions. The Regional Innovation Ecosystems (RIE) program stream aims to create, grow and nurture inclusive regional ecosystems that support business needs throughout the innovation continuum, and foster an entrepreneurial environment conducive to innovation, growth and competitiveness. Through RIE, we are making targeted investments in not-for-profit organizations that support businesses in priority sectors to innovate, grow and compete globally. This program also fosters inclusive growth through supporting under-represented groups, mainly women, Indigenous peoples and young entrepreneurs, to more fully participate in the innovation economy. RIE is open to not-for-profit organizations that support businesses, innovators and entrepreneurs, for start-up, growth, productivity, technology commercialization, technology adoption, and export and investment attraction. By providing funds to advance the development of regional innovation ecosystems, RDAs are delivering on the Budget 2018 commitment to grow the western Canadian economy. This will ensure Canada's prosperity for decades to come. The RIE program stream builds on the federal government's Innovation and Skills Plan.
